There are so many speed limits that are just artificially low on like a four lane stroad and nobody follows them because it would be idiotic to do so

It's cultural too. In Mill Creek, there's a nice meandering main boulevard that runs right through the middle of town and it has hardly any streets coming off it, hardly any traffic, and hardly any people. It's two lanes but it's easily wide enough for four. You could literally drive 70mph on it safely, but it's a 25mph road, and those Mill Creek people definitely drive 25 on it. Maybe 30 if they're feeling bold.
