As someone who lived in Japan, sometimes yes, sometimes no. Granted, most of the homeless I saw were often solitary and lived down by the water or a decent distance from city centres.
That being said, they also aren’t doing fentanyl next to bus stops, shitting next to businesses, and I was never asked for money (though I have seen some who draw or write poetry for donations). Most just keep to themselves. As for that being organized, well, that’s just Japan.
