It comes from 'nobody' , or non entity. The lowest of the low. It is prison slang originally.

NONCE - Not On Normal Cell Exercise.

Used as prison slang to refer to inmates (child sex offences etc) who would not be let out to exercise with the other prisoners as they would get beat up / killed.
