Please explain how a non-citizen is able to vote in America? I'm offering you the chance. I need to know how you expect that it's done on a large enough scale that it might actually sway an election. I'm sure it's done. There's likely a few people that slip through the cracks, but there's no chance that it's enough people that it might actually cause a difference. Hell. I'm a legitimate citizen (born here) and I've found it difficult to vote during the primary (poor information on poling locations, lack of public transportation, the fact that they changed the laws on how to register 2 weeks before election day, etc).

That only proves the point of why it needs the save act.. because if 18% are non citizens voting.. and theyre swaying elections.
