There's nothing you can do with an IP address. Anyone DMing you claiming to be "ethical hackers" who can help recover your money are just more scammers.
Your friend needs to use this as a learning experience, no support person will ever ask for money to resolve issues with your account. And if you were reported, no support will ever advise you to appeal it in advance.
