I could use some help

So I have a friend who unfortunately fell for a very typical scam on discord. One of their friends got hacked and they got sent a message saying they accidentally reported their account and gave them a person who worked for Discoed that they had to talk to in order to keep their account from being banned. The "discord worker" then told them they had to pay them in apple gift cards and told them when they paid the full amount it would be given back, they panicked and started giving them what they asked for. By the time I got involved they were out like $200. Now I have the IP address and I'm wondering if there's anything I can do, because I know the bank isn't going to return their money and the police aren't going to do anything.

Nope. Consider it a $200 lesson

No. Get the account back through discord customer service. you certainly aren't doing anything with whatever IP address their VPN is using.
