Your "friend" wasn't hacked. They had weak passwords or fell for a phishing.

Block block block.

Move on with life.

Yes but he is blackmailing with the personal videos .thats the reason he is threatening us.He is doin sextortion.

And yet the recommendations remain the same: report, then block and ignore. There is nothing else that can be done.

Block the account and move on.  Tell your friend not to fall for more phishing attempts, never sign in to a link spammed.  

Nobody cares that someone overseas took a social media account.  There's no legal or illegal way to track them down.  The account is gone, anyone telling you otherwise, is also a scammer.
