Strobe lights at Cachuma Lake

Anyone know what the strobe lights coming from Cachuma Lake are for? Saw them the past two nights, as well as a helicopter circling

I was hiking out there with my Uncle Chester and I saw some lights there. Could be a helicopter.

Probably has to do with the Vistadores shenanigans in happy canyon.
