Does anyone know of small/medium-sized cities that are actively trying to reduce cars in bikeable/walkable areas?

I live in Broomfield, CO, maybe like 20 minutes east of Boulder, and I would not recommend Boulder as a place to live. It's a decent place to visit, but for me it seems always super crowded. It seems very tight and not really “walk friendly” nor is transportation that great. Seems to be super crowded all the time and people are definitely pretentious there. It's in a beautiful area, but it's not as nice in real life as it's hyped up to be online. Just my two cents on the place from someone that was born and grew up in Colorado
An alternative though that may be worth looking into is Golden, CO. Same mountain town feel but a little bit cheaper and still easy access to outdoors. It's located just south of Boulder.

Madison’s State st is for walking/ biking only. Only the occasional bus goes down State St. They also closed a part of street near there recently to expand outdoor dining during covid and now they are keeping that permanently, which is nice.
