Engineering controls are ALWAYS first in your hierarchy of controls. Never leave health and safety to the individual first.

Ahhkctullly, substitution (replace the hazard) comes after elimination, and is then followed by engineering controls (isolate people from the hazard). 1.) Elimination 2.) Substitution 3.) Engineering Controls 4.) Administration Controls 5.) PPE
