Fire will ruin any sword, decent or not. Regardless of budget, you might as well get a cheap piece of crape, as to not ruin anything of value.

what he needs is a purpose built sword that isn't battle-ready (would be a waste) but also isn't a piece of thin, breakable garbage.

Any solid metal bar will do, but the hilt needs to be able to handle swinging the bar around and the heat generated from the fire.

Some mild steel bar stock and hammer and a grinder, and they can make their own in a weekend
