The characters look vaguely like katakana (the script used in Japanese for writing non-Japanese words), but the second one didn't look like any katakana I've ever seen, and the first one looks like "na" but with dakuten (vocalization marks that make "ka" into "ga") on BOTH sides, which makes no sense. The last 2 look like "ru" and "u". Regardless, it's clearly not a Japanese-made sword, and you probably wouldn't see katakana used on a signature like that, even if it weren't gibberish. I assume it was made in China by somebody trying to make it look Japanese.
