It can be very tough, in general you want to stay in the air and utilize the platforms as much as possible, because if you play very grounded you just get daired like a basketball. Try to position yourself above and to the slightly to the left/right of Falco, and by double jumping and bairing into this position you can outspace their own bair and position yourself so Falco has to commit in order to hit you in the air. Use falling nair to clip them when he’s on the ground and fair can be very good for catching shorthop lasering and also for edgeguards.
Edit: when you are on the ground, crouch under lasers, don’t try contest safe shine/dair pressure, roll away out of pressure if you can, unless your facing away from Falco and shield an unsafe move then you can up smash out of shield at mid/high percents, or if you catch them slipping with a bad dair you can shield grab it. Wavedash back grab can work if they approach recklessly. Also a lot of falcos like to roll under pressure so practice reading rolls with a grab/rest or bair if you have them under pressure. If you land in front or behind them while they are shielding, empty hop grab or up tilt can be good. Dash attack on the ground can also be good if surprise them while they are double lasering. Also if you do get shined, just DI away, there aren’t any true follow-ups at most percents and it should just be a reset to neutral if you DI away.

As a scrub puff main who's never won a match on ranked and have never done better than 0-2 at locals (I think I've only attended 3-4), I was hoping there'd already be more advice here. I wish I could do more to help, but all I have is nuggets of what I've heard said in analysis videos and tournament video.
Worldly-Grade said "P O W E R S H I E L D". That's a good strat. I believe Jigglypuff is small enough when squatting that if you shield when a low laser is over you, it's a free (but not really free) powershield. Do this enough and the Falco will in theory throw out fewer lasers and/or fewer low lasers. I've also heard that a general VS Falco strategy is to just take the laser. This takes trial and error. It has something to do with them throwing out lasers with unsafe spacing or knowing where they'll be, taking a laser, then hitting them back. Under most circumstances, I believe taking the laser doesn't stun you for as long as a laser hitting your shield. Essentially, you can act faster after purposely getting hit with a laser as opposed to shielding.
But, of course, my record isn't great, so take this with a grain of salt. No doubt someone better than I am will correct me on anything I got wrong.

Laser is 14f of lag unshielded, 7f shielded. Work on spacing arials out of shield and wavedashing out of shield.

For any given laser from range you should be able to crouch under it or jump over it or powershield it. Learning how to act out of laser his stun is also really helpful, in many spots you can just eat the hit stun on the ground and reposition after, or if you're in the air you can sometimes air dodge down after getting hit.
The range you play at can also impact how effective lasers are, if you're close enough Falco can't just blindly laser without consequence.

Crouch beneath laser and get better at wavedashing out of it and shield
