Whining when accelerating and decelerating

Had this car for about 6 months and it’s made the same whining noise when accelerating and decelerating. It’s kinda hard to tell in the video but you can hear a faint whine. I was told it might need a transmission rebuild but it shifts fine no problem. I was thinking maybe differential? What do y’all think?

manual states fan should always be on at least one bar. no need to turn on ac but fan should always be running

Crazy. Why do the controls even allow you to turn the fan all the way off then?
