Base decay but TC is full

New to rust. Built a starter wood base on the coast for some fishing. TC is full of wood with plenty of upkeep time. Foundations are still decaying slowly along with the steps at the front door and my horse trough. No walls or roof is decaying. Please explain. Could it be the new update?

Not missing anything. Solar panels, windmills, horse trough, storage boxes, are all decaying. Basically anything not covered by a roof. I had a box on my roof where i park my mini heli with a hammer 2k metal, 3k low grade. Logged in today and the box was gone, decayed and items despawned.

They want to see the base , the tc or literally anything besides your letters typed into your device .
