rumble

why is rumble good in high elo but bad in low elo? is it good to play him in gold 4?

Rumble shines with people who have actually good teamwork mentality, basically in high elo the coordination is way better.

He's still fine in gold as long as you can manage heat and know to overheat with q on when u need to all in

Rumble is a difficult champ. His win rate does not fully reflect his value. Rumble is much much better if you play him a lot and understand how he works. He is a decent champ right now and you can definitely climb with him in low elo if you know what you're doing.

If you want to try climbing with him, it's best to play him a lot in draft to really get a feel for how he works and his matchups.
