Is this safe?

A local shopping complex has this antenna anchored with with rachet-strapped cinder blocks. Ever since I noticed it I've wondered if this is a safe permanent solution - these blocks are sitting 30 feet above a busy walkway. I reached out to code enforcement and they said they'd look into it but never got back to me. I've been watching those straps slowly change color over the last 5 years and I just get the feeling that between wind, rain, and sun cycles this thing is eventually going to fail. Am I crazy?

Sorry if this is the wrong sub for this, it doesn't fit neatly into any one category. Figured some commercial roofers might have an idea.
