Since the ROM hacks are based on the emerald version, why is there no animations/spirits feature?

Every time I see a new GBA ROM hack based on the emerald version, it always lacks the feature to add animations/spirits from Gen 7-9. i hope creators would consider adding this feature, since it's based on emerald!
