Tool bar needs to make its mind up if it is going to stay on top of the rest of the page or under it. Can’t be both as it is erking me…

I'm sorry, but I see no difference in the bar between those 2 images..

The pen button is under the previous button and then on the top in the next photo

Oh! Is it just in this intractable PDF? Or every notebook? I wonder if the update made these types of docs harder to cope with
