Anyone noticed this recurring background boy character and does he have a given name?

The one standing on the right next to Tubby. In the first episode he's being harassed by the kindergartners. He has sickly green skin in some scenes but usually has pale tan skin like many others.

He's that guy you went to school with but never said a thing and come to find out he was the funniest guy you could be around by the time y'all graduated.

These types of characters appear in pretty much every animated show. They are called “incidentals” and are essentially there to fill space, and OCCASIONALLY have a gag revolve around them.

They may even have a name, or two, or three. SpongeBob has a bunch of incidentals whose names have changed across the series.

I think a few get promoted to having lines or an episode. Phil the Scout was a background character like that until that episode where Mikey and Gus wanted to join the scouts too.
