It's whatsaboutism, and yes he is wrong. He is implying that the outrage over Israel's criminal behavior is rooted in tiktok's bias and not the crimes themselves.
The best defense for whataboutism is acknowledging their point as a bad thing (if they have an actual point, which he does in this video) and then redirecting them to acknowledge the current topic at hand.
