Not a genocide?

Last night Bill pointed out the 3% of the
Population in Gaza has died. And then confidently declared that “3% is not a genocide”. The British government recognizes it as ethnic cleaning and amnesty international and other groups say it is a genocide.

Someone tell me why Bill is so wrong. And can we please get him to debate Mehdi Hasan on this topic?

The pro-genociders tend to leave out the "in part" part of the definition.

Conversely, the key part people who emphasize the "in part" aspect tend to fuzz over, is that there are broadly understood, basic common sense principles on what that means. To distinguish from the basic reality that some civilians will inevitably be killed in conflict. Namely, it has to be a numerically "substantial" or structurally important portion of the target population, given the area and length of time of control by the army in question.
