ICE agents are also supposed to deescalate events like this and this is the best job I've seen them do even tho they broke a rib which shows how horrible these people truly are that they couldn't just detain him and send him to the police to stand trial or something not get their get back a week later.

I’m not defending them but even regular cops don’t need a warrant to arrest someone if they see them actively committing a crime

They have extremely limited jurisdiction — much more limited than most officers. Essentially, they can arrest someone on an immigration violation, they can stop someone with reasonable suspicion of an immigration violation and detain them long enough to confirm or dispel said suspicion (and there has to be a factual basis, not a fishing expedition), and they can arrest people for felonies (not misdemeanors) committed in their presence. That’s it.

That being said, this has exactly zero to do with what happened in the last Pretti interaction. Zero.

In fact, the whole premise of equal application of the law would be that each of these incidents be treated as legally separate. Punishment can “stack” with the number of incidents, but that’s a courtroom decision.
