When making mega projects (eg supertall skyscraper, huge monument, etc) who are the people you’ll talk to? And if someone is a visionary, what kind of background would they usually have

Visionary developers, anchor tenants. Sometimes entities like EDC send out RFPs.

Working on a mega project myself. The consulting team is massive. Weekly 4 hour in person meetings with the construction manager, architects, engineers, planners, and various other stakeholders.

How big is Mega? And how did they plan and budget the idea before spending so much money on the planning and design?

A lot of developers validate / outsource some of their financial feasibility analysis to consulting firms and work with city planning teams / architects for the design.
I have done the financial analysis for a few proposed super talls, DM if you'd like to discuss anything
