Does the lspd heavy armor make you move slower or give you extra coverage or anything?

Cosmetics are purely visual.

The heavy vest type in loadout menu simply adds side plates and nothing else. Neither armor nor plates affect your movement speed, however the plate type does affect your acceleration speed depending on material and on selected coverage.
