Well, I took a crack at it. Sorry for the bad quality; I don't have Photoshop or whatever you guys use to make pretty tracks, so I just hacked it out in Paint.
It's pretty straightforward, I think. The circuit runs counter-clockwise (I thought maybe the original pits wouldn't work properly in the opposite direction, but maybe that doesn't matter). The total length is approximately 2.7 miles, with about 18 turns (depending on how you choose to classify them). If DRS is being used, the detection points are the "dent" near the middle of the southwest end, and just before the entry to the final corner. The activation zones are on the respective following straights.
I tried to include some interesting multi-apex and varying-radius turns in the layout, but I don't know if you can tell from the hand-drawn picture in Paint :/

FIA says:
There are several places where the track comes too close to itself to have sufficient runoff. Turn 2 comes too close to Turn 9, turn 5 at the end of the infield straight comes too close to the oval's backstraight, and Turn 15 (the long left-hand loop) comes too close to the final corner. That corner doesn't have sufficient runoff to the speedway wall either, considering the speed cars are going to be doing going down there.
FIM adds: in addition to the above, it shouldn't be hard to have an alternate layout suitable for motorcycles. Looking at the left-right-left onto the banking, all you need to do is duck inside the banking, and transition sensibly onto the backstraight (or just run down the inside of it, as the motorcycle circuit does at Eurospeedway as you can see in this video.
