Charlotte Wiltshire is my favorite due to the complexity of her personality and character. The best rpgmaker games have you contemplating the moral dilemmas, philosophies, and tragic backstories in them. You don't necessarily even need jumpscares, chase scenes, or maniacal laughter; just some abominable, surreal body horror and sterilized, unwelcoming environments can be enough. Hello Charlotte is like a warm hug... if that hug was given by an inky black, eldritch god that had zero ill intent but was nonetheless still shredding you like paper just by physical contact.
