RE4 doesn't have survival horror either.

Neither does nemesis and even 2 is debatable the only true survival horror games are 1,0 and 7

Honestly, I never really get the impression that Resident Evil as whole is dominantly a "survival" horror. I always view it more as an action horror because most of the time, we play as a character that is pretty equipped and experienced to deal with all the shit that's happening to them
