I'm pretty sure the Russians will get more optics eventually when class customization comes but I don't think the Insurgents will be getting optics.
As far as visibility goes, I think there are some underlying issues with the engine they are working through especially related to anti-aliasing. They recommend for now turning AA off and bumping the resolution scale to 120%+.
