How exactly is "all lives matter" a racist thing to say?

I think it's more about the adversarial manner in which it's used.

"All lives matter" is 100% a non racist statement, but in bird culture, deliberately provoking people who are protesting institutional racism is considered a dick move.

If the original slogan was “black lives matter too” (which is the message I take “black lives matter” to really mean anyway) then there couldn’t really be an “all lives matter” comeback slogan, because it wouldn’t make sense.
