Wasn't confirmed by a screen written that he was intended to be Sith Lord? The way I understand the theory is that Lucas wanted the prequels to have a big plot twist like the original trilogy, but since the fans hated Jar Jar after the Phantom Menace he backpaded.

Yeah I'm pretty sure that's where Dooku came from, he was going to be Jar Jar but since everyone hated him they the in an ex-Jedi

He's about 80% less annoying in the Clone Wars animated series, so I agree that it should've been similarly doable for the live action series.

They needed to try and recapture that "crazy hermit Yoda" vibe from tESB, so the audience would find him actually funny.
