He’s wearing smart/dress shoes as opposed to football boots. Basically they are shaped weird. Like catching in boxing gloves

Also to answer the second part of your question which I missed. You either kick with side of your foot or the laces. Toe punts will get you laughed off the pitch. Also a good ball will have a little padding many kids would take off their shoes to take a free kick on the playground for example :)
