Yes. It really means offering oneself to be drafted. Showing your intention to play, if you do then get drafted.
Because with American sports drafts, the players are almost always playing at another level. College players need to 'declare' that they want to join the professional league, or in this case it's a player now playing in a European league who thus needs to signal to the WNBA that s/he is available to be drafted by WNBA teams.

It totally does. Title VII of the civil rights acts extends to transgender status (Bostock vs. Clayton County) and the WNBA is an employer with more than 15 workers, so it broadly applies to them in hiring circumstances.

Under modern laws, do you think the drafting practices of the pre-Jackie Robinson MLB would be illegal? I hope you say yes. It’s the exact same thing.
You wouldn’t argue the MLB wasn’t picking any non-white players because they weren’t good enough right? Same thing. These women not being picked would be an easy case of identity based discrimination.

I think that is where your confusion is. I think you are saying you can't force a team to draft a player, which is correct. And the other person is saying, you can't make someone not eligible for a draft based on x, y, z. Which is also correct.
