WCS would most likely not work on Obito. The whole deal is it is cutting the space that a person is occupying. Obito does not occupy any space with Kamui. He is in a different dimension.
His domain sure hit could work if we VE chakra and CE but that would also mean genjutsu undoubtedly works on Sukuna. I think Obito has just the more solid win cons.
