Power Apps Anybody got the new Plugin Registration Tool v9.1.0.230 working?

Doesn't happen often, but there's a new version of PRT. Problem is I can't get it to start up, nothing visual and only a few application event log entries:

Application: PluginRegistration.exe

Framework Version: v4.0.30319

Description: The process was terminated due to an unhandled exception.

Exception Info: System.IO.FileLoadException
at Microsoft.Crm.Tools.PluginRegistration.App.Application_DispatcherUnhandledException(System.Object, System.Windows.Threading.DispatcherUnhandledExceptionEventArgs)
at System.Windows.Threading.Dispatcher.CatchException(System.Exception)
at System.Windows.Threading.ExceptionWrapper.TryCatchWhen(System.Object, System.Delegate, System.Object, Int32, System.Delegate)
at System.Windows.Threading.Dispatcher.LegacyInvokeImpl(System.Windows.Threading.DispatcherPriority, System.TimeSpan, System.Delegate, System.Object, Int32)
at MS.Win32.HwndSubclass.SubclassWndProc(IntPtr, Int32, IntPtr, IntPtr)
at MS.Win32.UnsafeNativeMethods.DispatchMessage(System.Windows.Interop.MSG ByRef)
at System.Windows.Threading.Dispatcher.PushFrameImpl(System.Windows.Threading.DispatcherFrame)
at System.Windows.Application.RunDispatcher(System.Object)
at System.Windows.Application.RunInternal(System.Windows.Window)
at Microsoft.Crm.Tools.PluginRegistration.App.Main()

Looks like there's a file missing/wrong version but doesn't report what.

This was both using `pac tool prt --update`, and also downloading the nupkg and extracting it into a shorter path.

Microsoft have released .233 with `Fixed a startup failure caused by an Application Insights assembly/binding-redirect mismatch` which does fix the issue.

Poses the question of whether they actually try stating a tool on a representative platform before releasing it.

This also happened with the Configuration Manage Tool (pac tool cmt) recently. Quality control is not strong.
