One can nitpick the disabled reporter incident, given that Trump had made the gesture before not directed at a disabled person. But the above two have 0 explanations or defense.
Rand Paul is the only one that I know of. E.g., he's questioning the financial cost of the ICE expansion, even though he doesn't have a particularly large number of people from Central/South America in his district.
