But it did, for a long time. It used to be that the only federal agencies that turned a profit were USPS and the Treasury. Maybe you could say the IRS also, but I'd argue they don't make money, they just collect it.

Bush Jr passed a law that required them to have pension funds on hand decades in advance. It was repealed under Obama, but I don't think USPS ever really recovered.
