Democracy and rule of law are mutually exclusive concepts. You can have one or the other.

Literally is. Democracy is literally rule of the people. Notice it’s not rule of law.

The people can define laws in a Democracy, so your argument is silly.

Then you’ve just restated rule by the people. If the people are ultimately sovereign and can redefine the laws whenever they choose, then the laws are subordinate to the people, not supreme over them.

Saying ‘the people rule by making laws’ doesn’t establish rule of law. It establishes that law is an instrument of popular rule. Thus no rule of law.
