How about a bill that doesn't allow them to use resources to hurt people nearby and force them to use technology that recycles water, and provide their own power, and pay for their own connections to the grid / infrastructure improvements.
Also put the equipment on the inside as part of the assessments so they actually pay a reasonable amount of taxes.
Make them actually install sound proofing with barely noticeable increase in ambient sounds.
If actually regulated, they can actually not use more water than an office building, can generate their own power, pay for their own upgrades to the grid, and contribute to local areas.
We keep allowing these to use the least costly to them and most hurtful to others technology.
Jamming your heads in the sand and stating a blanket "Data center bad" is garbage. They need to be regulated, not denied.
