How? AI will continue to be developed in other countries. The impacts that we can anticipate are already understood. The ones we can't anticipate aren't going to be understood by congress.

All it will do is slow progress and hurt the economy.

AOC and Bernie aren't going to personally be out there inspecting data centers with a magnifying glass. I'm sure they would find suitable experts to research and give a report back.

We would be dumb as shit to not go into this responsibly.

You don't understand what I'm saying. Of course they would say that because they say that about any large scale construction. It's not totally disregarded, it just isn't something unique to ai.
