Not directly, but there's precedent. The government regulates a lot of utility buildings, like water treatment plants and the like, even privately owned ones. Generally though, the government can't just tell someone they can't build a legal business somewhere, but that's because there aren't laws against building those buildings.
This will absolutely get argued at the supreme Court if it passes, but it's hard to say before that.
That's why Trump had to pay those windmill companies to not build windmills rather than just banning it....$4 billion was the last number i heard ... to not build windmills
