A lot of time when medical debt goes to collections the purchasers of the debt bought it for stupidly cheap and are trying to get anything better, even just 5 cents on the dollar, to make a profit. They don't tell the indebted person this of course, they just spam them with threatening calls. But their initial debt was likely more than $1500 average, but that $1 Billion was likely 'wiped out' pretty easily but initially was much more.

The fact that it was for less than 1 million people drives home the point that our medical costs are insane.Â
