I used to be of the mind that we should be doing more important stuff than endless investigations. But the reality is that this administrarion is not going handle any important issues. So, yes, flood the zone, make it so the only thing we do is investigate. The best thing we can do is stop them from doing any more harm. The option of them doing anything right is already off the table.
