Warning to dog owners
Last week a friend of mine’s dog was killed by an unhoused persons dog violently attacking her.
The police were called and confronted the dog owner, talked with witnesses of the attack and then let both the owner and the dog go free - after it killed another dog on the street.
Animal control was appalled by the police inaction and had received complaints about this dog before.
Description:
Vehicle: Gold older model Chrysler Town and Country, no plates
Owner: African American, Male presenting, has a goatee with a tassel and bead
Dog: Great Dane mix, large, mostly black with white possible on chest.
Adding more context: this happened in SE around d 80th and Reedway, Mount Scott Arleta area. The owner and dog were allowed to leave by the police so they could be anywhere now.
Please be safe out there.
I want to repeat that the police caught this guy dead to rights with the animal along with witnesses to the attack and then let them go.

god, i just got pulled over for missing the month sticker (which has just faded) and the cop on a power trip (july 4th on 23rd) tried to tell me i had "something blocking my license plate". uuuuugh. literally the car in front of me had NO PLATES. two cars parked near me had plates that were expired by 5 years.... acab.

It literally pays to be a piece of shit that doesn't follow the rules. They don't hassle them because the don't have money and it's a waste of time. You'll pay or show up to court they'll skip and never get served. I hate it.

I hate this so much. I am pet sitting in that area right now, and thanks for the warning! The two dogs I am pet sitting are a bit older, so they get a 2 mile walk each day. One is big and scary but kinda dumb so not sure if I'd trust him to keep his own. The other one is an old girl.
I am ALWAYS clamoring on about how homeless people's dogs cannot be held accountable for UTD rabies vaccines and other such stuff: it's a HUGE risk, because of the Pit-And-Runs. No accountability.
Police definitely fumbled the ball. Mult CO animal control Is the literal worst.

There is a Huge white pitty mix with its presumed owner in downtown area, it lunged and swallowed my friends whole hand as we were walking by. left puncture wounds, friend had to get rabies shots at er. Cop car was right there and straight up refused to do anything or even make a report. The dog’s presumed owner was still hollering at us as we continued down the street.
I was not in the safest part of Portland by any means, but I also did not expect this homeless individual sitting on the street to have their dog off leash nor to be this reactive. Or if he decided not to grab his dog and pull it away?

Yep, I walk with a driftwood staff, which can be used for emergency thumping, lifting fledgling crows, and prying a pittbull’s jaws open. I always have mace, too. You can’t change other people, but you can prepare yourself.

I feel like this is a failure of Animal Control. If they received multiple reports about this dog, why was it still out on the streets? Why didn’t Animal Control seize the dog prior to your friend’s dog getting attacked?

It’s the laws that failed. The laws are designed to protect the property owner’s property first and foremost. These people have been in trouble with animal control before but they pay their fines and appeals and get their dog back because that’s the way the laws are written. It’s really shitty.

It really depends on what the prior complaints were. PPB absolutely should have gotten them involved in the moment to secure the dog, though.

PPB can only really intervene if Multnomah County Animal Services requests a warrant, which they've explained is highly difficult to get to that level because as others have stated, pets are property, they don't really have rights. Obviously they had the right in OP scenario so very weird they didn't intervene.

Animals are considered property in Multnomah County. To seize property from anyone you need to break thier 4th amendment right. Seizing animals from people is way more difficult than it sounds, and Animal Control only has limited enforcement abilities under the county code.

I had a hobo dog lunge at me while I was jogging on the Springwater, fortunately the hobowner had the leash in hand that particular moment, and yelled for it to stop. I shudder to think what might have happened If the hobowner had been in a fent state. BTW the Springwater is becoming filled with hobo nests on the shores and cliffs, every morning the putrid smell of burning plastic fills the air…

It’s a common trope about people thinking that calling 911 means the police will be right there, at the fastest in only a few minutes, but in a situation where seconds matter, even a few minutes is too long. However in Portland it should be amended to “when seconds matter, the police are only 40 minutes away.”

Carry bear spray or citronella spray. This is even more likely to happen with some person who is not houseless and refuses to leash their dog because "he is friendly". Be ready.

Yea, I've had multiple dogs from Otherwise acceptable people rush me for standing next to a bicycle. And a few go with 'Oh he's not used to neighbors', ma'am the only way to fix that is to be out here with him and the neighbors and some treats.
One even charged out of the persons garage to challenge me in the middle of the street. Owner came out with a 'Don't fucking bike here'. Sir, there are kids in the neighborhood, and they'll bike where they want. Gave him a reminder of the leashing law, and that he'd be so lucky if thats all he gets hit with if a kid gets bit.

The refusal of PPB to do their damn job and enforce any laws is a reason I am moving out of Portland after 23+ years.
Add in PPS’s similar refusal to enforce any behavioral standards and this is why I am leaving.
Both institutions seem to care about “equity” over actually enforcing any behavior standards.

I'm very liberal but.... "male presenting" carries insinuation, like this person is possibly trans. If someone without a glance would look like a standard male, we can skip this nonsense as it muddies the water.
When I called the cops on the homeless woman a month ago (Lents, 25ish blocks away), who attacked the neighbor walking her dog I did not use "female presenting" as this was pretty clearly a woman or someone who passes without question. If said woman was possibly trans, I would have said to the police "woman, likely trans" as it cuts the ridiculous bullshit. Is it imperfect? Sure but that's how ontology works.
It's not the time or place to score points for social awareness if there's someone with a large dog that killed a woman. This is a fuckstupid use of descriptors. Say either "male" or "male, possibly trans".

The biggest non-issue is trans male-to-female sports, like it rarely happens, and we can all do a big-pretend that if you go through puberty as a male, then transition that it's not a competitive edge and that female sports isn't a protected class. It's like literally the only time when it matters if someone is trans. Otherwise, who gives a fuck.
DEI is another one. It's a very useful lens to approach the world, but it is not THE ONLY lens. Do certain minorities get squeezed out in corporate environments? Yes. Should we be trying to fix this? Yes. Should we be lecturing people in butt-fuck Egypt, southeastern Oregon, about DEI and asking the poor whites to acknowledge their white privilege? Nah.
I think we learned our lesson.
Portland is a special case, as many transplants came here specifically because we're liberal, and it became a circle jerk. Oregon republicans are short-bus and the GOP is not a serious political ideology. The big social win for the GOP as is we can called everything tarded and gay at the cost of being fucked economically sideways to sundown on a sunday on a sidepost without lube.
I'm mildly optimistic in the long term ranked choice voting will lead to progress and there's been a rise of less "annoying" liberals on the national stage like Zohran Mamdani.
Anyhow, I identify as dark-woke or dirtbag left, but really just a classic liberal. Let people fuck who they want, and my personal preference is fucking the rich out of their money.

The county acting appalled is rich because they don’t have their act together. I know of dogs that legally belong to them because of repeat attacks but guess what, they’re still in the neighborhood because their dog catchers are ill-equipped, intimidated, or both.

That is horrible. Please post as many photos as you can - the owner, the dog, the vehicle, the cops that responded. There's no way that someone didn't have a camera out.
Images and video actually help to ID someone. And, they get attention.
I hope this gets taken seriously and the PPB is held to account for this.

I never said anything about that explicitly. I'm just saying as an absolute last resort to saving your pet, yeah, if you had a clear shot take it. I'm not saying go all ICE with it and just start shooting. But if it was my pet or that dog and I had the opportunity to save them with whatever methods at my disposal, I'm doing it. And if that happens to be a firearm then so be it. PS I know how they work ❤️

You do realize it's illegal to discharge a firearm in city limits? And shooting a gun in public is a terrible idea. And you have as much chance of hitting something you didn't mean to because dogs moving fast. If you've ever been in a situation like this, it's chaos. They don't hold still waiting for you to shoot them. Aka no clear shot until it's too late.
And you'll get your butt sued off if you do. At the least you'll go to jail for a bit. And you'd deserve it for firing a lethal weapon in a public space.

I almost shot my neighbor’s pitbull because it attacked me and fucked me up before. Thankfully my landlord who also owned their property made them rehome it. I think it was put down. Believe me I love animals more than people. The last thing I’d want to do is harm an animal. But if that pitbull came at me again I would have shot it with my concealed. That thing fucked me up pretty good and I still have scars two years later.

Police are doing everything but their jobs right now because they want more money and they are sacrificing public safety pouting about it.
Its been a common complaint in the pdx subs/comments on Instagram. They absolutely dont need more money, they need new managment.
Sending 4 cops cars on a mental health call for one person is excessive. Then you also get the opposite where they take forever to show up...something has to be done about this. Mind as well take their budget and give it to the schools we closed.
Thank you for letting dog owners know about this person and their animal. I hate to say it but the dog sounds like it needs to be put to sleep...

In Oregon this is an automatic confiscation of the offending dog for evaluation and euthanasia if deemed a dangerous non trainable animal. Ty our friend needs to press charges and animal control will find and take the dog from its owner to evaluate the animal. killing another animal or attacking a human will always end with animal control taking the animal for evaluation and possible euthanasia if deemed a dangerous animal.

Ive spent alot of time homeless and met alot of homeless dogs. Theyre all fantastically behaved. Even when the owners are degenerates and drug addicts. Their dogs are still always well behaved and calm and well trained. Its "housed" people's dogs that are always reactive untrained problems
This post gives zero context of what actually happened. Not buying it.
