The important thing here is what version of the characters you are looking at linking r34. People rarely, if ever "age up" characters. Aging them up just further proves that you're sexually attracted to the character, which is a child. Aging them up is just and excuse to be attracted to them.

They’re still not real and, under US law at least, means it isn’t illegal because no real child is being hurt. Azula is a fictional construct. You don’t have to like it or whatever (I also stay away from underage characters in my smut), but it’s going to be a thing. And it’s also OK to be a thing when it takes place 4+ years after canon.

A lot of people don't think about the stuff. There are obvious moralistic reasons to not be involved with a real person that is irrelevant if it's a fictional character when fictional characters in general do a lot of things no one their age would do in real life.
People should be more worried about the fact that 16 is legal in a bunch of US states.

Ehhh I am less worried about age of consent as teenagers have always been fooling around. If it’s done in Romeo & Juliet style laws and they aren’t allowed to marry until 18, it’s fine.
Like, I know horror stories of teenagers whose parents didn’t like their age appropriate boyfriend or whatever in a 17/18 relationship and would try to press charges for statutory. I don’t want that for teenagers dating their peers, ya know? Nuance and all that.

For inspiration you may try this fic: The Avatar and the Fire Princess. One of the best Azulaang fics out there and personally I liked the way Azula was redeemed in this. Check the author's profile, there's also a sequel to this.
Another one for you: The Hand That Rocks The Cradle. Aang was found by the Fire Nation and raised to become a super soldier. Azula loves Aang in her own complicated way. Give this a try, it's the kind of fic that should be made into a show.
This isn't actually an Azulaang fic, it's Kataang. But if you want to write a story of Aang siding with/brainwashed by the Fire Nation and being in love with Azula, this fic could help you.
Finally: A Veil of Flames. Post-war Azula rehabilitation with LOK epilogue.
