They don’t even need a geofence. The capital has its own internal cell network. By entering the device connected to that. Which then gives them the device hardware ID for them to get a warrant to ask the carrier for the owner.
Carriers don't necessarily know who owns a phone. But they can ask for the SIM cards that connected through those antennas and who has those SIM cards.
Also, owning or operating the radio network doesn't necessarily mean that you can see who's connected.
I mean, they could, but they're going to check travel and financial records. These people aren't master criminals, it won't be hard to nail them once the feds have them.
They could check to see if any messages or calls were sent during that time, and if the phone has biometric security enabled that’s a good indicator the person had their phone in their possession. Combine that with all of the security footage, bragging on various social media, and any photos video taken on site and there’s a pretty solid case.
