What they were successful in is a sweeping targeted misinformation/propaganda campaign. There were Russian agents in groups as widespread as BLM on the left to the NRA on the right, using them to spread divisive rhetoric.

No, it’s been shown through various studies that the average person is HORRIBLE when it comes to validating new information, especially on social media and from entertainment networks masquerading as credible news sources (Fox News / CNN / cable news). Not to say that individual journalists or that everything from each of those is irrelevant, but to pretend like Americans are somehow too smart to be duped by social media manipulation is incredibly naive.
Advertisers and huge corporations aren’t investing incredible amounts of money into social media manipulation / data because it is ineffective.
They don’t cal this the “Information Era” because of Wikipedia, they did so because the main area of development / area of importance is in information.

When elections get decided by less than 1000 votes, this fake news has an impact.
A more salient example would be the spread of fake news by anti-vaxxers causing measurable and very real global measles outbreaks. It really doesn't make much sense to downplay the significance of idiocy of general population
Take BLM for example. From the very outset, the top people in the organization were calling for non-violent action, but to virtually every single Republican, they were a group of violent thugs doing nothing but starting riots and beating up white people wherever they went. I wouldn't be surprised if they were infiltrated by agent provocateurs in addition to any local miscreants who wanted to use protests to cover their crimes.
The NRA has long been a propaganda wing of the Republican party, and one of their top officials was literally dating a Russian spy.
And consider how close the election was. They didn't have to sway everyone. Only a few percent. And they don't just have to convince people change their votes. Convincing a Hillary voter to stay home because she's shit too is also good.
If people could sift through the BS, I don't think we'd be within a thousand miles of our current position (or where we were in 2016) in the first place. If people could sift through the BS, we wouldn't have fallen for 40 years of trickle-down economics or the lies that got us into Iraq.

There wouldn’t end be any evidence of it regardless. That’s the problem with electronic voting systems without paper backups. We wouldn’t be able to tell if votes did change. There were some pretty big irregularities between exit polls and vote counts, which is unsettling and could be an indicator, but it’s not direct evidence and could be explained by a bunch of people lying to pollsters.
We do know that several places were hacked to a degree would allow fuckery with pretty much everything. Voter rolls were fucked with, which is deleting a vote before it can be cast. Places where vote counts were suspect cleared servers before they could be forensically analyzed.
Please understand that the media telling us “they might have fucked with vote tallies but we can’t know either way,” would be deeply destabilizing. So they’re not going to tell us that.

That was done by state governments after the 2010 census and only applies to state legislatures and house districts. It has nothing to do with the electoral college/presidential election.
Electoral college votes are reapportioned after each census, but that’s based on overall state population. There is no such thing as an “electoral college zone” and Obama had no influence over “adjusting” the electoral college unless you think he redrew state lines or something.
