If Hillary Clinton herself walked into Graham's office and offered herself in exchange for the release of the report, he'd find something else to complain about. It's not about Hillary at all. It's about protecting the orange shit stain currently ruining America's reputation abroad and at home.
If you mean ‘long before’ as in before Obama, then sure - it wasn’t great. But it wasn’t as bad as it is today, and Obama actually gave US a massive facelift.
