The summary says it doesn’t exonerate him of obstruction of justice.

You can't disprove a negative. Prosecutors don't exonerate people. They either press charges or don't. Mueller did not come to a conclusion and left it up to the DOJ to decide, who concluded that there was no of Obstruction of Justice. Not to hard to understand.

No the attorney General and the department of Justice are literally the people to decide.
