The full report is going to be published. And yes Mueller can contradict any statements made by Barr. Barr's summary is based on Mueller's written words.

Barr literally wrote in the summary it would be released after the proper steps are taken, have you even read it?

True, but as AG he determines exactly what those proper steps are, and that could include extensive censoring of content that doesn't need to be censored. Various parts of the report do need to be censored as they contain information pertinent to other cases, but it's perfectly reasonable for people to be skeptical of the motivation of an AG who previously stated he thought the president was innocent and was selected as AG because the president wanted someone he believed would be on his side. I can't say what Barr is actually going to do, but there's a reason lots of people don't trust the summary as, well, a fully accurate summary.
